It is not the air or helium that makes them glow only inflates them, so make them as big or small as you want. When it comes to using helium, it is possible to fill them at home via a canister, but if this is not an option, there are plenty of places that will do this for you. When purchasing, it will be best to check that batteries have been included in the pack as finding out the last minute that they are not included can really spoil the party.
